Todd Rapp, a City of Vero Beach lifeguard teamed up with Victor Fox, of Virginia, to win gold and a national title in the 35-39 age group, doubles surf boat competition during the United States Lifesaving Association National Championships in Virgina Beach, Va., held earlier this month.
